What is the Payouts API (formerly known as Mass Pay) and how to apply for it?

PayPal Payouts are a fast, convenient way for businesses to send money to multiple people simultaneously. You can specify the recipients using their email address, domestic mobile number, or payer ID (a unique identifier assigned to every PayPal account).

Recipients can receive the money in a PayPal account. If they don't have a PayPal account, it's easy to open one.

Payouts is a feature that is not available to all PayPal accounts. It can only be enabled for Business accounts that meet specific criteria.  

If you'd like access to the Payouts feature, let us know, and we'll enable it if you meet the specific criteria.

Here's how to request access to the Payouts feature from a web browser:

  1. Click Pay & Get Paid at the top of your account.
  2. Under "Make Payments," click Payouts.
  3. Tell us about your business and the reason for requesting Payouts.
  4. Click Submit.

  1. Log in to https://developer.paypal.com. If you don't have an account, create one using your paypal.com account credentials.
  2. Click Log in to Dashboard in the top-right corner.
  3. Click My Account on the left.
  4. Scroll down to "Payouts" and click Enable.

If you're not instantly approved, your application requires more review, and we will get back to you as soon as possible.

Key Points:

  • You can pay recipients in 24 major currencies.
  • We usually process your payments within minutes. Sometimes, it can take up to 24 hours.
  • There's no fee for the recipient, while the sender pays a small transaction fee.
  • Payouts can only be funded by your PayPal balance. Your balance must have funds equivalent to the payouts batch submitted, plus the fees required.
  • Recipients can receive the money in a PayPal account. If they don't have a PayPal account, it's easy to open one. If they do not open an account in 30 days, the funds will be returned to the sender.
  • Individual payments for unregistered recipients can't exceed $20,000 USD/€18,000 EUR/£17,000 GBP or the equivalent in local currency. *
  • Individual payments for registered recipients can't exceed $60,000 USD/€55,000 EUR/£50,000 GBP or the equivalent in local currency. *

To apply for the Payouts API, you'll need to:

  • Have a PayPal Business account.
  • Pass our verification process.
  • Have an acceptable business justification for using the product.
