Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.
Upcoming Changes
We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.
Actions Needed
Please carefully review the notices below and familiarise yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

Amendments to the PayPal User Agreement
Effective 8 February 2024 (Residents of Mainland China will have an effective date of 20 February 2024):
- We are revising the User Agreement to indicate the payment a seller receives from a buyer may be invalidated and reversed if the seller fails to respond or provide accurate and complete information to PayPal related to the buyer’s claims or chargebacks for such transaction within the timeframe communicated to the seller by PayPal.
- Fixed fee for card withdrawal for Indonesia and Malaysia: We are increasing the withdrawal fee for withdrawals from a PayPal account in Philippine peso to 250.00PHP per withdrawal.

Amendments to PayPal’s Seller Protection Program
Effective 8 February 2024 (Residents of Mainland China will have an effective date of 20 February 2024):
- We are revising PayPal’s Seller Protection Program to exclude from eligibility Item Not Received claims filed by buyers as chargeback claims with their card issuers for card-funded transactions.

Amendments to the PayPal Payouts Terms and Conditions
Effective 8 February 2024 (Residents of Mainland China will have an effective date of 20 February 2024):
- The PayPal Payouts Terms and Conditions are being updated to clarify existing product functionality, including:
- Eligibility requirements for recipients of payouts to successfully receive payouts
- Clarifying the respective responsibility of PayPal and senders with regard to payouts made using the PayPal Payouts product
- In addition, the updates provide that:
- PayPal may require evidence of express recipient consent to receive communications in connection with payouts
- Customers must confirm that provision of information to PayPal does not constitute a sale of data to PayPal under applicable law
- Customers may not imply PayPal sponsorship or endorsement without prior permission; seek to obtain PayPal user credentials
